SUBJECT: 2007-2008 Application for Renewal Funding for Higher Education Opportunity Programs

I invite independent institutions of higher education that are currently funded for the 2004-2008 cycle to submit an Application for Renewal for Higher Education Opportunity Program (HEOP) funding for fiscal year 2007-08. Institutions desiring funding must submit two copies of an Application by March 30, 2007. The Application Guidelines can be found at: http://www.highered.nysed.gov/kiap/COLLEGIATE/HEOP/introduction_to_heop.htm

As explained in the Guidelines, HEOP funds are used to meet the special higher education needs of New York residents who are both economically and educationally disadvantaged. Among these needs are screening, testing, counseling, tutoring, special coursework, and supplemental financial assistance. Funding awards will take the following into consideration:

  • comprehensiveness of the educational program;
  • evidence of institutional commitment to disadvantaged students;
  • institutional success in conducting programs for disadvantaged students; and
  • potential of the program to increase the number of disadvantaged persons pursuing careers in which they are currently underrepresented, including teaching.

HEOP funding decisions for 2007-08 will be determined after the Legislature passes and the Governor signs the appropriation bills. HEOP awards are subject to the availability of funds.

The Application for Renewal materials will be sent electronically to HEOP directors at each institution. New York State Education Department staff listed below will provide technical assistance regarding the development of the Application:
